Congressman Earl Blumenauer of Oregon and Congressman Jimmy Panetta of California have introduced legislation called the Electric Bicycle Incentive Kickstart for the Environment (E-BIKE) Act. The purpose of this legislation is to encourage the use of eBikes through providing a tax credit to purchasers. They list many benefits of eBikes to individual users and to the country at large, including greater mobility at lower cost, health benefits and lower carbon emissions. Applies to new electric bicycles that cost less than $8,000
Is fully refundable, allowing lower-income workers to claim the credit
